County Commissioner Bill Wysong Addresses Local Development Issues
Bill Wysong, El Paso County Commissioner for District 3, briefly met with the Republican Strategy Forum on January 21 to discuss two high-profile development issues currently drawing public attention in the county: the proposed Buc-ee’s development in Monument and the planned mosque east of Woodmen Road.
Commissioner Wysong emphasized that his comments were limited, as both matters could ultimately come before the Board of County Commissioners for formal decisions.
Buc-ee’s in Monument
Regarding the proposed Buc-ee’s location in Monument, Commissioner Wysong noted that local residents must first be given the opportunity to voice their concerns and, if necessary, pursue legal action. Should the project advance, an application would be filed with the county.
At this time, contractors are permitted to remove excess materials left on the property by the current landowners. However, nearby residents have expressed concerns about potential noise and light pollution, as well as whether the site will have adequate ingress and egress to handle increased traffic.
Mosque off Woodmen Road
The second issue discussed was a proposed mosque located east of Woodmen Road and east of Marksheffel Road. Because the site lies outside city boundaries, it falls under county jurisdiction.
Under county regulations, religious institutions are allowed in any zoning category, provided specific requirements are met. The mosque’s site plan is currently under review by the Planning Commission, which follows a structured process that includes evaluations related to water, sewer, fire protection, and other infrastructure considerations. At present, the mosque meets the Planning Commission’s requirements.
Neither the Planning Commission nor the Board of County Commissioners is accepting public input on the project at this stage. Some community members have raised questions related to Sharia Law and broader social concerns.
The decision is currently administrative, resting with the Executive Leader of the county Planning Department. Following that, the project would move to the Planning Commission and, if necessary, to the Board of County Commissioners. The development is planned to occur in phases.

Candice will take the lead on this issue for the Republican Strategy Forum, with Commissioner Wysong serving as her liaison to the County Commissioners.
